It's been 6 months since the TGA down scheduled certain CBD products from Schedule 4 to Schedule 3, however it is still not possible to buy CBD products over the counter as there are none available for sale yet.
To be available over the counter. these down scheduled CBD products must:
not contain more than 1% THC,
must be 98% pure CBD (limiting other cannabinoid content),
have a maximum dose of 150mg per day, and
be listed on the Australian Register of Therapeutic Goods (ARTG).
The problem is that while low dose CBD Oil is now legally able to be sold over the counter in pharmacies, there are no products that meet the requirements. The biggest hurdle is that CBD products will need to be ARTG listed before they hit shelves in Australia.
This is a big challenge for many suppliers that will require a lengthy and costly process of clinical trials to prove their products are efficacious for certain conditions and safe for consumption at specific dosages.
Many companies are reluctant to go through this lengthy and very expensive process, and for those who do, the final products to hit the shelves may be expensive in order to recoup that heavy investment. At this time, you still need to find medical cannabis prescribers to be able to source CBD oil.
Difference between full spectrum CBD oil and CBD Isolate
These over-the-counter products will be limited to CBD isolates which is a subset of all the medical cannabis products available.

For these reasons it is not expected that there will be any CBD products available over the counter until 2023 and even then, may be limited in variety.
